El Estado Mayor Central (EMC), principal disidencia de las ya disueltas FARC y el Gobierno Nacional constituirán la mesa de diálogo el próximo 8 de octubre en Tibú, Catatumbo, día en que inicia un cese al fuego bilateral que durará 10 meses.
Camilo González, jefe de la delegación de paz del Gobierno con el EMC aclaró:
“Este cese el fuego tiene un carácter trascendental, es un salto histórico porque no se había presentado un cese el fuego de estas características y duración en la historia de los diálogos por la paz en Colombia”.

Cabe resaltar que, Tibú ubicada en el Norte de Santander, es una de las zonas más afectadas por el conflicto, con presencia no solo de disidencias de las FARC, sino también del ELN y otros grupos armados y delincuenciales.
¿Cómo será el proceso para el cese al fuego con la disidencia?
De acuerdo con el cronograma dado a conocer en el comunicado, el 8 de octubre se hará la instalación de la mesa y se promulgará el decreto del Acuerdo de Respecto a la Población Civil, así como el del cese al fuego.
Entre ese día y el 11 de noviembre se instalará el Mecanismo de Veeduría, Monitoreo y Verificación (MVMV) en su punto nacional, y empezará la preparación de los puntos regionales y locales. Al igual que con el proceso con el ELN se mantendrán las visitas humanitarias en los territorios y se conformará una comisión especial para atender la situación de integrantes del Estado Mayor Central de las FARC-EP que están privados de la libertad.
El MVMV es instancia será la encargada, entre otras funciones, de emitir conceptos técnicos sobre incidentes que ocurran en el marco del cese bilateral, recomendar y analizar salidas para los posibles incumplimientos y presentar informes de avance cada dos meses.
